I asked Sannse if we still had page move throttling for common users, and apparently, it was removed for reasons unknown. To get it re-added, we need to form a consensus and determine what sort of rate we want to do. The old rate was around 2 page moves a minute, or something to that effect. Additionally, since rollbacks already have suppressed redirects, I think they should be unaffected by page move throttling, as such a restriction would limit their ability to fight vandalism. --Mn-z 07:13, January 13, 2013 (UTC)

Agreed, rollbackers and administrators should have no limitations on page move capability. Considering what happened yesterday we need to throttle the rate of page moves for autoconfirmed users and IP's. The rate you suggest seems reasonable, there is rarely a situation, bar vandalism, where a user will need to move more than 2 pages in a single minute. --ChiefjusticeWii 10:35, January 13, 2013 (UTC)
I would suggest something like 10 moves in 10 minutes if that can implemented. Bear in mind that moving a page and a talkpage counts as 2 moves. --Mn-z 11:24, January 13, 2013 (UTC)
I agree too, and have no opinion on the specific thresholds. We sometimes have a need to move an entire list of pages, but there is no reason that can't be done by an Admin. Spıke Ѧ 15:29 14-Jan-13
I agree with all those agrees. I am surprised IPs and noobs could move so much around, though the vandalism was done by two sleeper vandal accounts (and we knew they were from ED). --Laurels.gifRomArtus*Imperator ITRA (Orate) ® 15:33, January 14, 2013 (UTC)
I think a user needs to signed in 3 or 4 (or maybe 5) day to move pages and edit semi-protected pages. --Mn-z 15:37, January 14, 2013 (UTC)
Yep, you need to be autoconfirmed (4 days, iirc) to move pages. But, if I'm reading this stuff right, we can also set "newbie", who can have a slower rate than other users. My advice, though, is just to get a basic limit in place for everyone other than admins, and then figure out what else you need later. So 10 per 10 minutes? or 5 per 3 minutes? or... -- sannse<staff/> (talk) 00:41, January 15, 2013 (UTC)
Not to WP:BEANS, but such throttling can apparently be easily circumvented using proxies, and there's really no way to prevent multi-source vandalism beyond simple vigilance. By which, of course, I mean deleting things. -— Lyrithya 02:43, January 15, 2013 (UTC)
I don't see any reason why rollbacks should be subject to a pagemove throttle, since they probably aren't going to turn into pagemove vandals. Regarding proxies, that would require creating several sleeper accounts, which is too much like work for most vandals. --Mn-z 13:31, January 15, 2013 (UTC)

Sleeper accounts probably don't have rollback rights. --Mn-z 14:44, January 15, 2013 (UTC)
Five per three minutes sounds good. Unless nobody catches them for hours. If it were up to me I'd make users with less than 200 edits or so have to ask an admin to move the page. Aleister I'll move this page now
OK, I'm totally confused about what I'm setting, so I went for "new account = 3 in 4 minutes, general user = 5 in 3 minutes". If you want to change that it's easy, just get an active admin to let me know -- sannse<staff/> (talk) 20:38, January 15, 2013 (UTC)
