Creates the UnNews masthead that appears on top of every UnNews, as shown here. The masthead includes the page name (headline), omitting "UnNews:".
Example usage is {{News|28 January 2014}}. The template {{New page test}} starts an editor with one of these when the editor clicks to create a new UnNews, it includes code to supply the current date, and UnNews editors are advised to start each story with {{News}}.
It adds the article to Category:UnNews and, in this example, Category:28 January 2014. That is why it's important to be consistent about the format of the date.
